AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just over a week before national elections.
Study Shows Repeated Partiality in AI Suggestions
The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog noted in a report released ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Some parties, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these parties, the report pointed out.
Authority Figure Cautions Against Using AI Chatbots for Election Advice
The deputy head of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she added.
“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”
Voting Background and Political Landscape
Netherlands citizens vote on 29 October in an election that will be keenly observed around Europe for the showing of the Freedom party.
The far-right party of Geert Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.
All major parties have rejected a coalition with the Freedom party, meaning the party that comes second is most likely to provide the next prime minister.
Unintentional Bias Linked to AI Operation
The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
